United Nations Security Council Approves Trump's Gaza Strip Proposal

The Security Council has approved proposals put forward by the US president for achieving a long-term stability in the Gaza Strip, featuring the introduction of an multinational security unit and a possible path to a independent Palestine.

Unanimous Backing with Key Abstentions

This measure was approved by a tally of 13-0, with China and Russia abstaining. Washington's diplomat Mike Waltz informed the international body that it set “a fresh direction in the Middle East for Israelis and Palestinians and all the inhabitants of the region alike”.

Compromise Language on Sovereignty

Incorporation of mentions to an independent Palestine was the trade-off the United States agreed to for backing from the Arab and Islamic world, who are expected to contribute security forces for the global force.

“The transitional arrangements that we start today must be executed in following legal norms and honoring Palestinian sovereignty,” James Kariuki declared.

Israeli Opposition Remains

Nonetheless, on the eve of the council decision, Israeli prime minister the Israeli leader reiterated his cabinet's firm resistance to the establishment of a Palestinian state, raising questions on whether Tel Aviv will allow the implementation of the internationally endorsed measures.

Main Elements of the Proposal

  • Swift elimination of ongoing restrictions on relief supplies into the territory
  • Formation of an global security force
  • Progress on rebuilding and a possible “pathway to Palestinian sovereignty and nationhood”

Ambiguous Language and Requirements

The inclusion to sovereignty was a compromise addition to an first US version which omitted it. But the language is unclear and dependent, declaring only that once the Palestinian Authority has undergone changes and the restoration of the strip is progressing, “the circumstances may ultimately be in position for a feasible course to Palestinian independence and statehood.”

Worldwide Response

The language was insufficient of the firm commitment to the building of a Palestinian state beside Israel sought by Arab and Islamic states, as well as European council members, but in addresses to the chamber after the vote, representatives from those countries said they were prepared to accept the settlement in the interests of prolonging the present ceasefire and immediate measures to feed and protect the millions of Palestinian people in the strip.

“Algeria has eventually decided to vote in favour of this document, a text that we back its core objective, namely the continuation of the cessation of hostilities and the formation of circumstances permitting the Palestinian people to exercise their basic entitlements to sovereignty and nationhood,” the Algerian envoy declared.

Execution Hurdles

This measure provides comprehensive monitoring control to a “stabilisation committee” headed by the US president, but of uncertain membership. This committee has to inform the United Nations but it is not obligated by the wishes of the United Nations or by the PA.

It also calls for the formation of a specialized Palestinian group that is supposed to run day-to-day governance of the Gaza Strip and the provision of utilities, but it is quite ambiguous who would be involved.

Peacekeeping Unit Mission

The mandate of the ISF empowers it to neutralize and disband fighting factions in the territory, but it is quite ambiguous that potential participating nations would be willing to engage such factions. None of the states has yet committed itself to dispatching troops.

Moreover the requirements for changes to the PA, the requirement towards moves to a sovereign Palestinian, have been hazy.

European officials said they viewed it as pressing that the members of the specialized group to distribute aid was settled as quickly as possible.
